The ICCR (Indian Council for Cultural Relations) scholarship is a fully-funded government scholarship for international students wishing to study at public universities in India. Around 550 Bangladeshi students receive it each year. Here is what you need to know.

Is the stipend enough to live on?

Based on realistic cost estimates for Indian cities:

  • A PhD student in Delhi: ₹22,000 stipend + ₹6,500 HRA = ₹28,500/month. Realistic monthly costs in Greater Noida are roughly ₹25,000. Adequate for a frugal lifestyle.
  • An undergraduate in a smaller city: ₹18,000 + ₹5,500 = ₹23,500/month. Works in lower-cost university towns; tighter in metros.

Students in expensive cities or who need medical or personal extras may still need modest family support.

Important: ICCR scholars are not permitted to work part-time or full-time during their studies. The stipend is the only income.


Who Is Eligible

ICCR scholarships are open to Bangladeshi nationals with strong academic records who wish to study at Indian public universities. Specific academic criteria depend on the scheme and level of study.

In practice, three things decide whether you are competitive:

  • Your last completed qualification. Undergraduate schemes look at HSC results; postgraduate schemes look at bachelor’s honours results and, where required, entrance test scores such as CUET-PG. Consistently high marks matter more than any single gap year.
  • Your choice of program. ICCR allocates candidates to the programs actually offered by the universities you list, so an academically strong applicant can still miss out if their five preferences are all oversubscribed.
  • Your documents arriving complete and on time. An incomplete application is the single most common reason a strong candidate is not shortlisted.

ICCR does not charge an application fee. If any intermediary asks you to pay to “register” you on the A2A portal, you are being scammed — the portal is free.


Why Bangladeshi Students Choose India First

For many Bangladeshi families, India is the logical first destination before anywhere in Europe or North America, and ICCR is the strongest reason why:

  • Distance and cost of travel home. A Dhaka–Delhi return ticket is typically BDT 20,000–40,000 and under three hours. If a parent falls ill, you can be home in a day — something a BDT 1.5 lakh transatlantic ticket cannot match.
  • No blocked-account threshold. Unlike Germany’s €10,332 financial proof or the UK’s 28-day maintenance requirement, India does not require a large blocked balance for the student visa.
  • A familiar academic structure. Indian undergraduate degrees are three years, taught in English, and follow a credit system that Bangladeshi students recognise from home.

The trade-off is real and should be stated plainly: Indian public universities rarely appear in global rankings the way UK or Canadian institutions do, and campus infrastructure varies widely. You are choosing financial safety and proximity over prestige — for most Bangladeshi families, that is the correct trade.


What Programs Are NOT Eligible

ICCR scholarships cannot be used for:

  • MBBS, BDS, and paramedical courses
  • Law programs
  • Fashion design
  • Some integrated programs

Which Types of Institutions Are Eligible

This is the most important restriction: ICCR scholarships apply only to government and public institutions — central universities, state universities, and UGC-recognised affiliated colleges.

They do not apply to private universities, most deemed universities, or private liberal arts colleges, regardless of their reputation or ranking.

If your chosen university is private, check whether it offers its own merit-based or SAARC-category scholarships separately — those are determined by each institution, not ICCR.


How to Apply

  1. Watch the annual announcement — ICCR scholarships are announced each year, typically January to March for the upcoming academic year. Check the ICCR A2A portal and the Indian High Commission Dhaka website.

  2. Register on the A2A portal at a2ascholarships.iccr.gov.in

  3. Choose a scheme and list up to 5 program/university preferences

  4. Upload documents:

    • Academic certificates (SSC, HSC or equivalent) with transcripts
    • Valid passport
    • Statement of purpose
    • Medical fitness certificate
  5. Wait for shortlisting — successful candidates may be called for an interview before final allocation


How Applications Actually Fail

The competition is real, and the failure modes are boringly consistent:

  • Late or incomplete uploads. The A2A portal closes on its published date — there is no appeal and no extension. Certificates uploaded without transcripts, or a statement of purpose left as a draft, end applications that strong marks would otherwise have carried.
  • Name mismatches. The name on the A2A form must match your passport and certificates exactly. A nickname or a swapped middle name triggers document queries that cost days you do not have.
  • Five oversubscribed preferences. Applicants cluster on the same handful of popular universities. A genuine back-up preference outside the metros — a solid state university in a smaller city — is what converts a near-miss into an offer.
  • A vague statement of purpose. “I want to build my career” loses every time to a paragraph naming the program, the university, and exactly what you intend to do with the degree back in Bangladesh.

If You Are Shortlisted: The Interview

Depending on the scheme and level, shortlisted candidates face a short interview before final allocation — the format varies by scheme, so follow the instruction in your call-up letter. The questions are predictable:

  • Why this program, and why these universities?
  • What will the degree enable you to do when you return to Bangladesh?
  • Do you understand the stipend and living costs — can you actually manage on it?
  • Basic questions about your academic background, answered in English.

Two rules cover most of the ground. First, your answers must match your application, because the committee has your documents open in front of them. Second, keep the return-to-Bangladesh plan concrete — a field, an institution to work in, a reason. ICCR is a cultural-reward program of the Government of India; a candidate signalling an intention to stay on after the degree is answering a question nobody asked.

Neither is better in every situation. The right choice depends on which institution and program you are applying to.


After Arrival: FRRO Registration

If you arrive on a student visa valid for more than 180 days, you must register with the FRRO (Foreigners Regional Registration Office) online at frro.gov.in within 14 days of arrival — or within 24 hours if your visa specifically states that (check the sticker carefully).

Required documents for FRRO:

  • Passport and visa page
  • Arrival immigration stamp
  • University bonafide letter
  • Proof of address in India (hostel allotment letter, etc.)

If You Do Not Get ICCR: The Three Real Alternatives

ICCR is competitive, and most applicants to any given scheme are not selected. That is not the end of the road — it changes the funding source, not necessarily the destination.

  1. Direct admission with a university SAARC scholarship. Private Indian universities such as Sharda, Chandigarh and Parul run their own fee waivers for SAARC students, typically 20–50% of tuition.
