Can a Bangladeshi student go straight from HSC into a Latvian university?
Yes — Bangladeshi HSC is generally accepted for English-taught bachelor's programmes in Latvia, subject to an equivalence check by the Academic Information Centre (AIC). Tuition starts below €1,600 a year in some programmes (Computer Science typically €1,800–3,800, Engineering €2,700–3,500, Business administration €2,000–6,000), living costs average €450–700 a month, and the residence permit requires proof of subsistence of €620 per month on the migration authority's studies page — with the University of Latvia currently asking for a bank statement showing at least €780. Tuition, living costs and the money you must show
Latvia publishes honest ranges rather than a single price list. The figures below come from the official national study portal and the migration authority, not from an agent's brochure.
- First-year estimate: tuition of €1,600–3,800 plus roughly €5,400–8,400 of living costs, so about €7,000–12,000 before permit fees, insurance and flights.
- You normally pay at least one term of tuition up front alongside the study agreement — get the university's own bank details, never an individual's account.
- The funds rule is per month of your planned stay, so prepare the bank statement months ahead; a balance that grows steadily is far stronger than one large deposit.

Admission after HSC — and the AIC equivalence check
- After HSC (bachelor's): Bangladeshi HSC is generally accepted directly for bachelor's programmes, subject to an equivalence check by the Academic Information Centre (AIC). The country-specific requirement list, Bangladesh included, is published by the University of Latvia and followed by other institutions.
- After a bachelor's (master's): a relevant first degree, typically around 60% and above depending on the university. Master's programmes are offered across the same faculties as the bachelor's degrees.
- English: IELTS 6.0–6.5 is the usual requirement; some universities accept a Medium of Instruction letter instead — confirm with your programme before paying for an exam.
- Deadlines: each university runs its own admission rounds and handles EU and non-EU applicants separately. September-intake rounds generally close in spring or early summer, so confirm the exact date for your programme rather than assuming a national deadline.
- Documents: passport, SSC and HSC certificates, bachelor's degree and transcript (for master's), CV, motivation letter, English scorecard and photographs — plus a statement on punishability, the criminal-record certificate, for the residence-permit file.

The Bangladesh route: New Delhi, in person
Latvia's rules for Bangladeshi citizens are stricter than the EU average, and the order below matters. Budget weeks for each stage rather than days.

Apply to the university directly
Applications go to the institution, which then runs the AIC equivalence check on your certificates. The application fee of roughly €150–200 is paid to the university, not to an agent.

Legalise your education documents
Have your certificates verified and legalised as the university instructs. Check the HCCH status table and your university's guidance on whether an apostille applies to Bangladeshi documents for Latvia, or whether full consular legalisation is required — get this wrong and the whole file stalls.

Sign the study agreement and prepare your funds
This fixes your tuition payment plan. For the permit you also need a bank statement covering subsistence of at least €620 per month, and a criminal-record certificate if you have lived in another country for more than 12 months.

Let the university's invitation be approved by OCMA
The institution files an invitation with the Office of Citizenship and Migration Affairs. Until that invitation is approved, you cannot submit a residence-permit application at all.

Apply in person at the Embassy of Latvia in New Delhi
Bangladeshi nationals must lodge the residence-permit application personally at the Latvian embassy in India — there is no Latvian mission in Bangladesh — and Cabinet Regulation No. 554 requires an additional questionnaire. Plan the trip and its cost as part of your budget.

Collect the OCMA decision, then the long-stay visa
Once the migration authority grants residence rights, you apply for the long-stay (D) visa at the same embassy. You travel only after that.

Keep your academic progress provable
The permit is renewed only if you make progress. Exceeding your study agreement by more than one year (or two years, for agreements longer than three years), or being suspended twice, is treated as insufficient progress and the permit is not renewed.
Scholarships, part-time work and nine months after graduation
- Scholarships: Latvian state scholarships for studies are announced annually through the national education agency, and universities offer their own discounts and fee waivers — criteria differ, so check each institution's page.
- Work during study: students may work up to 20 hours per week during term, and up to 40 hours per week during study holidays, for any employer. Graduate and postgraduate students may work up to 40 hours per week.
- After graduation: you can apply for a temporary residence permit of up to nine months to seek employment or start a business, and then apply for a work permit without leaving Latvia — one of the better post-study positions in the EU.
- Long-term residence: only half of your study period counts towards long-term resident status, which matters if settling permanently is your goal.
- Changing status: switching status inside Latvia is possible only after you complete your studies.
