“Study abroad without IELTS” is the most searched study-abroad phrase in Bangladesh and the most abused by agents. The honest version is narrower than the ads and wider than the pessimists claim.
There are two separate gates, and they are decided by different people:
- The university decides whether you can be admitted without IELTS.
- The immigration authority decides whether you get a visa without an approved English test.
An agent who only clears gate 1 has sold you nothing.
Where a waiver is genuinely common

Note what this table is really saying: the countries that most often waive IELTS are also the countries where the visa is least aggressive about English. That is not a coincidence. Where a government worries about non-genuine students, it uses the language test as a filter.
The one email that protects you
Do not accept “no IELTS needed” verbally. Send this to the university’s international admissions office and keep the reply:
Subject: English language requirement — international applicant from Bangladesh
I hold [HSC/Bachelor] from [institution], where the medium of instruction was English. I intend to apply for [program name] starting [intake].
Please confirm in writing: (1) whether a Medium of Instruction certificate is accepted in place of IELTS/TOEFL for this specific program, (2) if not, the minimum accepted score and accepted test providers, and (3) whether the student visa for Bangladeshi nationals requires a separate approved English test regardless of your admission decision.
If they will not put it in writing, treat the waiver as nonexistent. If an agent refuses to let you email the university directly, that is the whole answer about the agent.
Where the “no IELTS” promise turns into a refusal
Three failure patterns we see repeatedly:
The credibility interview. For the UK in particular, Bangladesh is a high-scrutiny nationality. Even with a waiver on paper, a visa officer who cannot hold a conversation with you in English about your own course will refuse. A waiver removes an exam; it does not remove the need to speak English.
The “conditional” offer nobody reads. Many waivers are conditional on passing the university’s own test after arrival. Fail it and you are paying rent in a foreign country while repeating a language module.
Fake certificates. Some agents supply forged MOI letters or test results. A refusal for deception follows your passport across every embassy for years. No shortcut is worth this.
What to do instead of hunting waivers
If your English is genuinely weak, the waiver is your enemy, not your friend — it lets you enter a degree you cannot follow. Two better plays:
- Take the test once, cheaply, and stop worrying. A modest IELTS score opens more universities than any waiver, and it is reusable across countries and intakes.
- Use a pathway or foundation year deliberately. Malaysia’s intensive English programs and Italy’s pre-course Italian requirements exist because they work. A planned extra semester beats a failed first year.
